Fred Fulmer
Director of Preconstruction Services, Carolinas Division
Fred Fulmer brings more than 33 years experience in preconstruction and estimating services to the Moss Carolinas Division. As director of preconstruction services, Fred is responsible for a range of activities, including conceptual budgets, design development budgets, detail estimates, scheduling, value engineering, design management, trade bid packaging and purchasing. He has led successful preconstruction efforts throughout the Southeast in the following industries: distribution, manufacturing, hospitality, healthcare, commercial, education, process, and theme parks. Before joining Moss and Associates, Fred applied his degree in building construction from Clemson University as a project engineer before working his way up the estimating ranks. He is a member of Design-Build Institute of America (DBIA) and a licensed general contractor in South Carolina and Florida.
