Moss completed this two story building which includes the District Immigration Headquarters for Puerto Rico and the U.S. Virgin Islands. The largest of the 5 total projects, this facility features a ceremony room for naturalization and a wireless Internet café. Included is a detached, four level parking structure capable of accommodating 210 vehicles. The on-site parking deck will accommodate visitor parking in close proximity to the entry plaza with 167 spaces.

This facility was completed as a LEED Silver Certified building with tilt panel construction of pre-cast concrete panels and glass. Energy-saving features included extensive perimeter windows with overhanging sunscreen devices and screening panels to prevent excessive solar gain. Designed to provide a secure environment for employees and visitors while maintaining an inviting image, security has been integrated into the site design. Security setbacks will be maintained with a combination of seat wall, concrete planters and other landscape elements to provide a secure facility yet provide an open and welcoming environment for the public.
